Also we can see the attempt to insulate the floor joists with the blue rigid foam board which was installed to hold fiberglass batt insulation in place above. This method usually fails because the rigid foam board does keep the fiberglass batts pushed against the bottom of the floor deck above. Cold air gets into the resulting air pockets rendering the insulation virtually useless.
